Returns transfer instructions, newest first. An instruction with
status: open is awaiting the receiver's response and may still be accepted
until expiresAt.

status: closed records only that the instruction is no longer actionable —
it does not distinguish acceptance from expiry or rejection. To establish the
outcome, look for a settled transfer over /dtcc/transfers with the same sender,
receiver, instrument and amount in the same window; if none exists, the
instruction expired or was rejected. A settlement may also carry
instructionContractId pointing back at the instruction, which makes the match
exact, but that field is optional — see its description on /dtcc/transfers.
