List compliance delegations

Returns the standing delegations that authorise a compliance party to act on
a delegating party's holdings without that party countersigning, newest first.

A delegation is an ongoing authority rather than an event: status: open
means it is in force. Revocation closes the record, so a party's current
authorities are its open delegations.
